Levonorgestrel has a success rate of around 85-95% if taken within two days of unprotected intercourse.
Even though it nausea/vomitting can be one of the side effects related to levonorgestrel. It might not have anything to do with it working or not.

The test of bacterial culture test can be altered if the patient has already been taking antibiotics at the time of taking sample. Because if you are already taking antibiotics the bacteria may not grow on culture. So, you should interpret the results of test in context of the patient.

Your husband needs assessment, just like any other addiction. Then he needs to undergo motivational enhancement therapy for at least 12 weeks. If he has any psychiatric disorder along with this addiction, it has to be treated simultaneously. After that, he needs long term follow up to prevent relapses.
