Hello, do you have any privious prescription, reports, x-ray etc if yees please share.
This kind of problem called conginital disorders. No body can treat it except operation. But the other problems like pain and gait pattern (walking style) can be improved by physiotherapy you can contact your bear by physiotherapist.
He/she can use some machines for reliving pain also exercises help a lot.
