Yes it might be possible as sometimes a natural muscle or skeletal imbalance will cause one leg to bear more weight than the other causing more muscle to be built in your quad/calf and possibilty of swelling of legs is also there either due to injury or fluid retention. Consult an orthopedic to get examined for the same.

Your husband's Problem sounds to be a Disc Problem, with probably Lumbar Canal Stenosis which is impinging the Nerves passing by involved vertebrae.
Unless an Excellent Physiotherapy Management is tried, it's not recommended to go for Surgery.
