You have tight foreskin problem. I advise you to do Circumcision if there is unbearable pain in moving back foreskin when penis is erected. It is a minor operation done under local anesthesia so there is no pain. You can get it done from good government hospital. You have to go to surgery OPD in the hospital.

Hello-"phimosis" is the technical term for an un-retractable foreskin or short frenulum. The foreskin of the penis is not retractable in an infant or a young child. Hello-
The frenulum of prepuce of penis, often known simply as the frenulum, is an elastic band of tissue under the glans penis that connects the foreskin (prepuce) to the vernal mucosa, and helps contract the foreskin over the glans. Short or tight frenulum of the penis can restrict movement of the foreskin over the head of penis during sex. During intercourse, there is forceful sudden retraction of the skin, and the tethering effect of this leads to the problems.

Hello and welcome to Lybrate. I have reviewed your query and here is my advice. The cap like thing on the top of your penis is called frenulum. Every one has a frenulum. Only the shape differs. You could be having frenulum in a different shape. Don't worry.
Hope I have answered your query. You can contact me for further advice and treatment options. Let me know if I can assist you further. Take care.
