Yes, lukoplakia can be removed surgically. But, lukoplakia is a precancerous condition & despite stopping tobacco use & multivitamins, you will always have slightly high risk of developing oral cancer As such there is no timeline for lukoplakia to disappear. But keep using multivitamins, I'll advocate tab zincovit as multivitamin of choice for you

Leukoplakia can occur in urinary bladder too although oral leukoplakia is much more common.
Leukoplakia is commonly associated with infection of the urinary bladder. And its much more common in females than males.
Symptoms of leukoplakia are - frequent urination, intermittent stream, incomplete emptying of the bladder during urination, increased pain when urinating, general condition worsens.

Leukoplakia is a condition typically seen in tobacco users. Mainly smokeless tobacco like paan with tobacco, zarda, khaini, pan masala etc. Leukoplakia has a predisposition to turn into oral cancer. First you have to quit the habit of gutkha, tobacco products, alcohol and smoking if you take these. Because these things causes leukoplakia.
Consult a good dental surgeon for thorough investigation and screening for any transformation. It is a precancerous stage.

Since the ulcer is near an area which you have written as "leukoplakia" I assume that you must have taken an opinion from a specialist. The ulcer should actually heal, but I assume that erythroplakia (redness along with white patchof leukoplakia) has been ruled out. Also, I would suggest that since the ulcer is in the area of leukoplakia, a biopsy should be done to rule out any malignant changes.
