Hiv virus can survive normal saline.
Though hiv virus rarely survive outside body.
It survive in body fluids.
For cleaning instruments in surgery we use alcohol or formalin. So very low risk of transmission via surgery.
Hiv don't transmit via minor abrasion on skin.

It is not dangerous to take vaccine after an interval of atleast 4 weeks from previous course.
Usually you will get minor side effects like redness, pain at site and fever and myalgia only which resolves in 2 -3 days
