M lybrate-user, Thanks for the query.
Frozen shoulder does happen and aggravate in uncontrolled diabetes. Therefore, primary need is to achieve a strict blood glucose control, then do specific exercises and also go through sessions of physiotherapy. That will help. Thanks.

Application of ice may be helpful to reduce pain associated with Winged Scapula or Scapular Winging, although it is a very difficult endeavor as it is a very tough place to apply ice. Cold application works better than warm or heat treatment for Winged Scapula or Scapular Winging. Please do not do any body building activities for the next 4 weeks as shoulder dislocation will take minimum 4-6 weeks to heal. And also you need to do shoulder strengthening exercises which is very much important for ...more

• Contrast bath---It is a form of treatment shoulder is applied warm water followed by the immediate application of the shoulder with ice water. This procedure is repeated several times, alternating hot and cold. Note that the treatment should always end in the ice water, as heat will induce the body's inflammatory response, while cold helps to decrease inflammation.

Frozen shoulder at the age of 28 in not common in females.
Actually in my clinical practice of last 18 years I haven't seen a single patient of frozen should at such an early age.
She might be having cervical Radiculopathy not even spondylosis or chronic trapezitis which can cause pain in and around shoulder.
Go for X-ray cervical spine lateral view and send it to me for further review.
