Partial acl tear usually do not need surgery. Moreover you symptoms are not due to ligament insufficiency. Partial articular cartilage defects are left as such. Grade 2 signal in meniscus are usually not symptomatic. It may not be wise to suggest anything without clinical examination and mri films, but as per your symptoms and mri report, I think you should focus on quadriceps and hamstring strengthening exercises. Any surgery is less likely to improve your symptoms.
