It's better to get it examined first so that we can identify the type of skin, scars and if they are hyper pigmented, atrophic or ice pick scars. Hello. Definitely it can be removed. However the mode of removal has to be decided on the size, position and the depth of the tattoo, for which I would like you to get it examined first. It can be removed by either, Excision or laser therapy etc, all which has their own pros and cons. These you can discuss accordingly.

Dark spots on skin may be secondary to acne, sun damage, chicken pox and many more reasons. You need different depigmenting creams for clearance and maintainence. Also you should use a sunscreen regularly. The choice of creams depends on your skin type and pigmentation type. Donot self medicate and consult a dermatologist.
