There are several ways to do so:

1. Get it waxed. This is the best method as it slows hair growth and doesn't make them hard.
2. Buy a body hair trimmer. Example: philips bg1025/15 body groomer. Its easy to use and is battery operated and can be used everywhere below the neck.
3. Use a hair remover cream. Its easy and quick but the hair grows back very quickly.
4. Finally, you can go for laser treatment for permanent hair removal. It will be pretty expensive though.

Beard is purely genetic make up. It could be a pituitary issue, hair follicle or their lack of, or could possible even be genetics. To make hair grow you need to stimulate, moisturize, and cleanse. Use a soft bristle scrub brush for the face and use circular motions using a eucalyptus, menthol, and/or peppermint type cleanser or lotion.
