Dear , there can be many reasons for the pain. Sometimes you may be having inflammatory arthritis which was ignored. Its also possible that a few muscle fibers or the joint capsule might be tethered. I could give you a solution only after full examination of the knee. Ice therapy would definitely help to reduce the inflammation. We also advise you to use knee cap which would help to prevent the knee from damaging further and also to maintain the quadriceps muscle tone. Stiffness might have developed due to weakness of the ligaments & inflammed cartilage. Specific knee exercises will also help ie. Keeping ball underneath the knee and keep pressing it. That's the simple exercise which will help you to strengthen the knee.

Relax, and then repeat with the other leg.
Repeat this cycle 2 to 4 times. Lie on your back. Cross your left leg over your right so that your left ankle rests on your right knee.
Use your hands to grab hold of your left knee and pull it gently toward the opposite shoulder. Hold for 15 to 30 seconds.

As you had lateral meniscus tear with a cyst, if you had symptoms correlating with your mri findings, then there is a valid reason for arthroscopic knee surgery which was done in your case to excise the cyst and balance the meniscus.
Also fresh mri revealed no tears in your knee structures, so I think the surgery was well done and your mensicus was balanced well.
