Yes you can if you want, but there is no point getting fixed retainer after 3 years. Retainers should be placed immediately after completion of your treatment. It is to retain your teeth in the new position. If you get them after 6 moths also, there is no point. NOT ADVISABLE and NO POINT getting retainers after a lag period following your ortho treatment.

You need to wear retainers for 9 months post braces 3 to 6 months 24 hours that is to be removed only while eating food .rest you need to wear it on regular basis. N last three months only at night .teeth might have shifted from its original place that's why. You might need to wear retainers again and post that you might need to come for check up.
