Yes its allergic rhinitis. You need to have an allergy profile done to know the allergens triggering you. Your need to avoid those atleast.
For symptomatic relief, you may take tab. Montair fx once daily. If still no relief, we can add nasal steroid sprays accordingly.

It may be due to allergic rhinitis or pharyngitis or tonsillitis etc etc .it is 90 to 95% curable with antibiotics antihistamines nasal spray etc

It can be because of allergy. Do not use nose drop (like otrivin) for long it itself can cause nose block if used for prolong period, you can take steam inhation. You can be started on a course of anti allergic drugs.

2. Take bath with little warm water 3. Do steam inhalation regularly at least once a day
4. Warm salt water gargles daily 5 no cold water / cold drinks / ice creams and so on
