Swollen urethra will have less sensitivity! I mean to ask if some how your urethra get infected the feeling of movement of urine or semen will be less!

Swollen urethra is commonly because of infection. This causes inflamation which tend to increase the sensitivity. A coincidently inflamed bladder will cause increases frequency to go to void. However voided volume in such case remains low. When you pass urine you will feel burning sensation. If inflamation is severe it will further decrease the flow of urine. Such patient will not be able to empty the bladder and will have to go to pass urine quite frequently.
