I am a 23 year old woman, having pcod since 2016. Last june I had my periods on 10th and then I had my periods on july 23rd. Following a regular diet and by doing exercise my period comes within 30-40 days. In this situation I had a protected sex on 9th of august, my partner felt some lubricant like things in the outer wall of the condom after pulling it outside and we thought it might be torn, so we blew it with the help of a paper roll to double check if there's any hole in it. But the size wasn't decrease even after one hour. We were still confused so I took a emergency contraceptive pill within one hour of it. So in this situation is there any chance of my pregnancy?

Practically - no from your description though emergency contraceptive pill is known for occasional failure.
