Looks like partial or complete phimosis. You should see a general surgeon for examination, diagnosis and a small surgery if necessary.

Dear lybrate user, you are suffering from a clinical condition called phimosis. The most conventional mode of treatment to get rid of phimosis is circumcision surgery. It is a minor surgery & you will be able to continue your daily activities within 10 days of that surgery. However, if you are unwilling to undergo surgery then I could offer you a home therapy to get rid of your problem. Follow the process as described below:- 1) buy any local anaesthetic gel (e. G. Lidocaine, lignocaine, xylocaine) from local allopathic retail shop. 2) apply a little amount of that anaesthetic gel at the lower part of the penis where the foreskin is attached. 3) after application of the gel, try to retract your foreskin backwards as far as possible. 4) due to the anaeathetic property of the gel you will be able to retract the foreskin to slight extent more backwards than you can do in normal condition. 5) you will feel pain at a certain point of retraction. Release the foreskin as soon as you feel pain. 6) again repeat the same process. Do it continuously for 30 minutes daily. Follow the aforesaid process for at least one month. After one month if you feel that your foreskin has not become loose then you should surely go for surgery.
