my brother had brain hemorrhage in 2003,(when he was just 26 years old) till date he is not able to walk, he can not talk properly, his left side is not working. He can not stand on his own. Please help us.

Most of the recovery after stroke, in your case haemorrhagic stroke, occurs within first 3 months. Some patients continue to have further some recovery in first year. After that there is not much improvement. However continue physiotherapy so as to prevent contractures. If there is any tightening in the limbs, it can be managed with some anti spasticity drugs.
