Hello Mr. Lybrate-user. Yes, there is a permanent solution to your problem. Ibs is mailny a psycho-somatic problem which has cause and effect rooted in both body and mind axis.
A person needs to be very relaxed. Having food at proper time, in proper quantity with mind focused on nothing else while eating makes the most important part of treatment. Avoid hurry, worry and curry.
Use more of buttermilk.
Regular practice of yoga helps.

Take lycopodium 200, and asafoetida 30, 4-4 pills thrice a day and report thereafter for further treatment.

daflon may cause erectile dysfunction as it is a venotonic drug. for haemmorrhoids you can use some topical ointments. use either leosulpride or itopride. no need to use both a same time.

Hiatus hernia has very good response with surgery and relief from symptoms is quick. Surgery can be done laparoscopically with small holes.
But get her assessed first if she is fit to undergo surgery as you say she has othet assocated problems.
Otherwise medication as is going and some lifestyle change is the only solutuon, eg head end up when lying down by 30 deg, not bending forward. Regds.
