The RNA PCR test and the DNA PCR test has a window period of 2-3 weeks post exposure, therefore your negative result post 13 days is a good indication of your status. Even though you only mentioned you had a PCR test, just wanted to inform you that there are 2 different types, the RNA PCR and DNA PCR. The only difference between these 2 tests is that the DNA PCR is usually used for screening babies of HIV+ mothers, and the RNA PCR is used to screen blood or organ donations.

Hypothyroidism is the diagnosis. TSH is out of range and behaves as a signal which goes up when the thyroid is functionally deficient. You would require thyroid replacement therapy which may or may not continue for long - depending entirely on your body response.
