In the present scenario you should supplement the feeds with formula milk of another brand. Your anxiety is justified but what more can you do... you are trying everything possible. My suggestion is to keep trying all possible methods available but give the baby enough milk to satiate his hunger. Slowly your supply should increase and then he can be on breast milk. Also massage your breasts and apply heat to both breasts before feeding. All the best.

Your baby is not gaining wt properly. By the age of 6 months weaning must have started. Now continue your feed and start giving dairy milk, cereals like thin suji kheer, khichadi, mashed vegetables, dal adding oil or ghee etc. start with one item once or twice in a day to develop taste and then increase frequency and quantity gradually. There is no need of FM.

It's not uncommon for girls and boys to develop as late as 13, 14 or 15. But if your child hasn't yet shown the signs of puberty by age 14 for girls or 15 for boys, delayed puberty could be to blame. Keep in mind that delayed puberty is nothing to be overly concerned about. Everyone develops differently.
