3 ppm is too much fluoride. Mottling occurs in stage of development of teeth and now it cannot progress. You need cosmetic treatment such as crowns or laminates to protect the remaining teeth as well as to improve your overall smile.

Sensodyne repair and protect is a good gel to use for sensitive teeth. But my advise is do not use it like a regular tooth paste for brushing ideally for its proper action apply it on your teeth and leave it for 3-5 minutes for the complete result. And use it in the same way twice daily for atleast 2-3 months.

Visit a dentist. The method of acidic micro abrasion, followed by remineralisation procedures, assures a considerable recovery of the dental surfaces affected by fluorosis. Best way is capping or veneers for upper front 6 teeth & lower front 6 teeth. Until then use tooth mousse tooth paste. Apply this paste on the teeth. Wait for 10 to 15 min. Then brush your teeth with the same paste. Applying it overnight for better results.

Few flourises stains do not come down u can go for bleaching procedure that only 16% bleaching agent where u can dim the stains but u cannot remove them completely.
