Yes he is safe,,, how many times u wants to know this?? rabies generally affect within 7 yrs of bite,,Soo u have more than that,,and in between u have taken vaccination Soo there is no chance of rabbies,,I think u have clear idea now what u wants to know

Normally if the scratch broke or punctured your skin then you need a tetanus shot not rabies vaccine, as rabbies mostly spread by a bite. So please head to a general physician nearby and let him evaluate you and finally get a tetanus shot for future purpose also.
