Betacap TR is given for hand tremors (vibration) not for BP. So let her continue it. Check BP regularly ,as you said it can decrease BP aswell.

It can be because of cervical spondylosis. U need to do X-ray of cervical spines. A person can ease the symptoms of cervical pain/spondylosis with a few simple neck exercises.
1. Neck stretch
Keep your body straight.
Push your chin forward in a way that stretches the throat.
Softly tense the neck muscles.
Hold this for 5 seconds.
Return your head to its center position.
Push your head back with the chin held high, and hold for 5 seconds.
Carry out 5 repetitions....more

Please consult your Doctor or mention this during follow up. Till that time drink plenty of fluids. You can also try keeping some 'saunff' in the mouth occasionally.

Relax, and then repeat with the other leg.
Repeat this cycle 2 to 4 times. Lie on your back. ...
Cross your left leg over your right so that your left ankle rests on your right knee.

Mr. lybrate-user, Thanks for the query.
With HbA1c5 6.9 diabetes seems to be well controlled. It is essential to have a very strict glucose control to have less neuropathiy symptoms. If pain and discomfort is more dosage can be increased. But it is preferable to consult your doctor who is treating. Thanks.

See a good neurologist. First thing would be to rule out other causes for the pain especially the tongue pain. Second, There are other medications for a small fiber neuropathy which is what your father seems to have. Some of them e.g. Duloxetine may help your father.
