Vaccination should have been taken immediately after dog bite. There is no point in taking vaccine now. However you can take 3 doses of pre exposure prophylaxis against future dog bite and two doses of post exposure vaccine after dog bite in future. Consult physician for further advice.

Localized pain in the collar bone isn't a documented side effect of covid-19 vaccine. It might have happened due to some injury, stress or poor sleeping posture.
