It is a strong steroid, shouldn't be used randomly in all rashes without proper consultation, can be used only in allergic rashes.
Some are infectious and would flare up.

There is No harm in doing that but as far as my knowledge it will also won't do any good... it is best taken internally..

Vitamin supplememts are good as suportive therapy but with that proper internal medications are equally important.

Homoeopathy is best.

You may try B&T schwabe hair growth oil and shampoo as a start.

As per your complains & investigations it seems like spondylitis may be due to Osteoarthritis OR Rheumatism OR degenerative joint changes.
