HbA1c you have given is wrong, any how both f/pp are very high, time being take inj. Novomix 30/70 morning 12 units (5mts before breakfast) and evening 8 units 5mts before dinner, check blood sugars before breakfast and before dinner atleast for three days to titrate insulin doses if below normal reduce 2 units and high increase 2 units. Maintain strict Lifestyle style modifications.

Yes you can switch to novomix. But under the supervision of your physician. As the dose has to be adjusted frequently.

Get your hba1c checked.
Do smbg charting with glucometer.
Good sugar control can limit ed problem in most early cases.

For all your problems your short time sugar levels should be within normal range like in different time of day on getting up after food and during sleeping hours. For which consultation and advice with your doctor, repeated follow up, monitoring,proper medication, diet and exercise is a must.
