Propranolol does have side effects but it certainly does not cause a rise in heart beats/ palpitations. Side effects depend upon the dose of propranolol taken rather than the duration for which it is taken. Usually the dose taken for migraine prophylaxis does not cause side effects unless you have an underlying heart disease before starting it.

Beta blockers are used quite often to control hypertension and related cardiac problems in patients with diabetes also. They are fairly safe. Some times hypoglycemic episodes may not be easily recognised. Thanks.
