Hello sir well for throat examination you can take up a video call with ent specialist in your area and if doubt can get an endoscopy done alongwith neck exam now gradually things are getting better so you will get someone for this.
As regards thyroid does not seem to be related but no harm in getting a tft done.

Seems like anxiety disorder, consult a psychiatrist rather than neurologist who are the correct speciality to treat the same, as anxiety comes under psychiatric disorders. They will be able to suggest symptom oriented proper medication apart from behavior therapy. All the best.

Heart rate and bp will increase when you are anxious. They are normal response through autonomic nervous system to protect us from the source of fear. Ciplar reduces the heart rate and lowers bp. It helps in reducing the anxiety feelings. You can talk to your doctor about restarting ciplar or plan to go for Jacobson's deep muscle relaxation or therapy or yoga and pranayama by non medical professionals.

Stammering can be made lesser only and only by Speech therapy. So you should take the help of a speech therapist. Also, I'd suggest you to visit a Psychologist as confidence plays a great role in dealing with this problem.
I'd suggest you to speak very slowly, word by word. People may make fun of this but believe me, slowly you'll get better at it.
