Yes you can do that. Foracart is supposed to enter your lung by inhalation but some amount is usually taken in the food pipe that can cause bitter feeling. Taking water should not effect the efficacy of drug.

if you are still having shortness of breath, perhaps a dose increment is required after doing a lung function test. Inhalers are the best way to treat asthma with no side effects so do not worry about it being a habit if inhalers are taken correctly, at this age, there are very high chances that they will be stopped in a while. Most teenagers recover completely before adulthood.
So please do not worry and consult your chest physician regards.
