you have to take constitutional homeopathy medicine for permanent relief of meniere's disease without any side effects.
Avoid sudden jerky movement.
Avoid sudden standing from sleeping position or lying down position.
While getting up from lying down position, first sit for a sometime then stand up.

No tablet is safe. Every tablet has side effects since they are routed through various organs before reaching the target organ.
I agree that there are no major side effects with these nootropics.
All nootropics are not 100% potent. They may be of very little help in normal population.
Don't include modafinil in this list. It is better to avoid for normal persons. Other tablets if you can afford, you can take.
