Acne over the hands is quite unusual. You may be suffering from allergic/ irritant contact dermatitis. To confirm the diagnosis a photographic consultation would be required. Till then you can continue taking allegra for itching and apply a good moisturizer over both hands.

I have been prescribed fexofenadine hydrochloride & montelukast tablets for my tonsils and I have been using it for 2 weeks and still told me to continue the medicine.
