If menstrual cycles are regular, and she gets it every 28-30 days, then 7 days before and after her menses is a safe time. Other 12 days is the time when she can be pregnant. Maximum chances are on 13th and 14th day. If don't want pregnancy then use of proper contraceptive is advisable even in the safe period.

U need to use some contraceptive measure like condom or OCP or IUD. If you choose to use barrier method like condom use it every time. There is no safe period.
