Yes there is no problem in that! infact it's recommended to drink few glasses of water after you get up. Drinking water before or after brushing is irrelevant!

Its better to gargle first or brush your teeth as during sleep our salivary flow gets reduced and microorganisms growth in stagnant saliva.
