Semen doesn?t get stuck inside the foreskin. What you?re seeing and/or feeling is smegma. It?s a hard white substance that builds up naturally between the foreskin and penis head (glans).
Usually, sometime during puberty, the foreskin?s adhesions to the penis will gradually dissolve. A boy will then be able to fully retract his foreskin, exposing the head along with the smegma.
Many boys will have to pick it off piece by piece, like chipping off old paint. Some have said applying baby oil or lotion softens the smegma. Once it?s all removed, a male can pull back the foreskin during daily showers.
