You can apply aloe vera juice/gel from its leaf (fresh), not from ready made gels available in market. Remove skin of an aloe vera leaf. Take /scoop out gel. Apply this gel to your skin. Wash with plain water after an hour. Or keep it overnight.

White patches may appear due to vitamin deficiency r it may a skin condition like vitiligo. Can suggest a treatment only if will have a pic of it.

Those small white bumps might be Fordyce spots. If I see it I can confirm it. If it is Fordyce spots then nothing to worry.
