Hi, Vocal polyps do not respond to any medical treatment unless it's a vocal nodule. Vocal nodule in early stage can get resolved if you could give voice rest and do some steam inhalation. I suggest you consult another ent surgeon and confirm the diagnosis.

Second what is the report of sputum examination which will tell amount of blood and about presence of any bacteria like Tuberculosis.
Third is there fluctulation in the quantity of blood in sputum in 3 years.
Fourth your hemoglobin status and blood pressure.
Fifth investigation for blood clotting factors.
