I have evaluated your query for your pet dog thoroughly. Keep the wound clean with antiseptic liquid as dettol or savlon 3 times a day. Take care that there should not be any accumulation of dust or mud over that part. Apply Neosporin skin ointment 2 times a day, apply dressing over that. Give ORS untill you reach a vet
but be sure if your pet vomits after doing water or eating, stop giving water and food
more over visit a vet asap so that dehydration can be prevented.

Is it male or female and not able to pee could be due to obstruction of urinary tract or infection of urinary tract.
Please show to vet, we might take help of x ray or ultrasound to find out the cause and suggest you best treatment.
