Actually, the problem maybe like the pup is not feeling comfortable when lifted up, maybe it's feared of hieght, or else it maybe not that much comfortable being hold, becoz it maybe felt like it's trapped in a place and couldn't able to move as it likes. These maybe the reasons I feel.
