Less likely to be the cancer.
These could be the symptoms of chronic sinusitis. I suggest you to get Xray of paranasal sinuses and a throat swab culture. To rule out the actual cause.

You maybe suffering from allergic rhinitis and pharyngitis. You need to avoid the cause of your allergies and also take anti allergy medications. Please consult for prescription.
