Hello. Definitely it can be removed. However the mode of removal has to be decided on the size, position and the depth of the tattoo, for which I would like you to get it examined first. It can be removed by either, Excision or laser therapy etc, all which has their own pros and cons. These you can discuss accordingly.

Hello. For such a short time and for the dimensions of the tattoo which you have mentioned, definitely a surgical excision will be the best. Laser therapy will take longer time. The excision will give you complete results within 15 days. Cost depends on the place where you get it done. At your place it should not cost more than 8k.
