You can apply aloe vera juice/gel from its leaf (fresh), not from ready made gels available in market. Remove skin of an aloe Vera leaf. Take /scoop out gel. Apply this gel to your skin. Wash with plain water after an hour. Or keep it overnight.

Ya you can apply moisturiser first and then apply sunscreen on it. You can keep moisturiser for 15 min to let it absorb and then you can apply sunscreen on it. You must be applying medicines for rosacea. Good matte finish physical sunscreen can be also more helpful.
