Use some sunblock with SPF (at least 50) every time you go out in sun. Apply it 30 mins before going out
Wear full sleeves shirt.
Use umbrella when going in sun.

My son is 16 years old and has tanned brown skin. I am his mother and am much fairer than him. His cheeks, arms and legs are the most tanned though he wears full pants outside. I just even hate to touch him. He looks like a brown patch to me. I have applied sunscreen on him but it didn't work. I am really fed up with his brown complexion. I would have loved to beat him up for tanning himself. One day, while returning from school, he opened his school uniform (shirt and trousers) and was coming with his inner white sleeveless sando tshirt and his short half pant. Wearing that, he not only stayed in the public bus but also came walking 500metres in the sun. I was so angry that I beat him up really mercilessly. And moreover, it doesn't look good for a brown boy to show his arms and legs and was suntanning. Furious, I first slapped him extremely hard to leave my fingerprints on his brown cheeks. I forced him to be naked except wearing an underwear and he got beaten up. He said sorry but I didn't listen as that sorry would not make him fair. I beat him up till I myself got exhausted. I scratched his limbs and tied him up. Then I caned him up and he lay down on the floor crying with pain. I found his anal and genital parts to be black. I cut his skin with my blade and threw him. Please provide him a solution to be fair.

It is not possible to change the genetics of a person.
The treatment for fairness is very costly and not permanent.
So you have to keep taking it.

Ya you can apply moisturiser first and then apply sunscreen on it. You can keep moisturiser for 15 min to let it absorb and then you can apply sunscreen on it. You must be applying medicines for rosacea. Good matte finish physical sunscreen can be also more helpful.
