As such there is no reason for pain from a c section area after 3 years and there may be a mild soft tissue inflammation causing pain and you need a check up with the gynae surgeon who did C section for you.

I will suggest you to upload the image of the lesion for diagnosis and further guidance and not to apply any ointment and can clean it with normal saline solution and antibiotics needs to be given.
