If you are trying to find out that the person is having std or not on the basis of wbc count then it is wrong. As there are other 5-10 reasons for them being up or down.
Take the std test and confirm.

Anytime after 7 days of exposure. But if the reports turn negative and you have any symptoms you can go for the test once more.
You should get tested every five to six months, regardless of any suspicions of infection or disease if you are sexually active.

Hello-
oral sex is not safe sex. It may be 'safer sex' than genital sex without a condom, in that you won't get pregnant from oral sex alone, but oral sex without a condom still carries the significant risk of catching or passing on sexually transmitted infections (stis).

Hand job usually donot transmit hpv. But in males there is no way to diagnose hpv transmission in early stage.
Hpv may lay dormant for many years. Uaually in most cases hpv clear with in 1-2 years as the immune system fights off and eleminates the virus from the body. After that virus disappears and it cannot be transmitted to others peaple.
