Antigen/antibody test done with blood from a finger stick can usually detect hiv 18 to 90 days after exposure. An antigen/antibody lab test using blood from a vein can usually detect hiv 18 to 45 days after exposure. A nucleic acid test (nat) can usually detect hiv 10 to 33 days after exposure.

Combo test is pretty accurate after 2 -3 weeks of exposure.
Though we do recommend a test repeat after 3 months as most antibody form after 3 months but it is false to say no test can detect hiv before 3 months.
It your initial day 3 and 1 month test is negative there are very less chance of 3 month test being positive.
Initial symptoms of hiv are flu like illness and they are non specific

pimples on the scrotum may result from a buildup of dead skin, an infection, an ingrown hair, and other issues. Good hygiene practices, applying a cool flannel, and wearing loose clothing may help manage and prevent them. Sweat and dead skin cells are common causes of pimples.

This should be post exposure prophylaxis treatment.
Though it could be something else also.
Would need photo to be sjre
as initial test is not confirmatory. It could be false negative.
I would advice test again after 3 weeks which would decide whether to stop pep.
Also a final confirmatory test after 3 months of exposure
