Yes you can but you will require a depigmenting cream as the condition you mentioned is a little bit resistant to treatment. Best if you visit a dermatologist or send your pics to someone.

There are no pics. As you can not attach pics in open question forum. It can be because of dermatitis/ eczema or allergy or dryness or fungal infection or psoaiasis etc. I need details of case n preferably pics of affected area. In the meanwhile follow this
