First of all, it is likely to be phimosis. But pls don't try forceful trying to pull back foreskin because in that case you will land up in emergency situation and have to attend doctor's clinic even at night.

Stretching exercises, when erect just pull it back as far as it will go and hold for 5 mins. Do this a few times daily. In the shower helps, and you should see results within days/weeks. The most conventional method to get rid of it is surgery.
