What is phimosis?
Phimosis is the name of the condition wherein the foreskin of the human penis cannot be pulled back from the head of the penis. The foreskin should be capable of being readily pulled back in most boys over 10 years of age when they have had no circumcision. In some cases, it is delayed to about 17 years of age.

Phimosis or tight fore skin is a condition in which the foreskin of the penis cannot be pulled back past the glans. A balloon-like swelling under the foreskin may occur with urination. In teenagers and adults, it may result in pain during an erection, but is otherwise not painful. Those affected are at greater risk of inflammation of the glans, known as balanitis, and other complications.

Phimosis is not usually a problem unless it causes symptoms such as redness, soreness or swelling. If your child's glans is sore and inflamed, they may have balanitis (inflammation of the head of the penis). There may also be a thick discharge underneath the foreskin.
You may apply steroid cream for few days and try to retract the penis if the condition is not severe this will respond to the treatment.
otherwise surgery is the option
