Circumcision by laser , I have not heard of it but can be possible. In both cases surgery is there . it is done under local anesthesia.

Dear Mr. Lybrate-user. Buy an anaesthetic gel from a local allopathic medicine retail shop. Apply that gel in small amount below the shaft of penis where the skin is fixed. After applying the gel pull the fixed skin backward to a small extent. Don't hurt yourself during pulling the skin. Repeat this process daily while going to bed. No cure without surgery, but you can have normal sex with your partner in majority of cases, only 10 - 20 % males with phimosis represent problem in intercourse.
