Hello-"phimosis" is the technical term for short frenulum or an un-retractable foreskin. An acute case of phimosis may create problems for the person when he would want to pass urine or to perform sex, as this action may either be restricted or become troublesome. The primary symptom of a torn frenulum is pain, which is most severe when partaking in activities that put pressure on the area, such as sexual intercourse. There may be bleeding from the area immediately after the incident, resulting from the tear in the skin.
The area will fully heal after about two months. You should avoid masturbating or other penis-focused sexual activity until it completely heals.

You have short frenulum problem. I advise you to do circumcision if there is unbearable pain in moving back foreskin when penis is erected. It is a minor operation done under local anesthesia so there is no pain. You can get it done from good government hospital. You have to go to surgery opd in the hospital.
