It seems phimosis. It might might be due to tight foreskin, or adhesion of foreskin to glans or short frenulum. It's always not necessary to do circumcision (foreskin operative). Personal examination is necessary consult a reputed sexologist or urologist in your city. Foreskin should be retractable behind the glans.

You are suffering from Frenulum tear. A torn frenulum is usually seen in young males following intercourse or as a result of the foreskin being caught in the zip of trousers.
No treatment is necessary except reassurance and, if appropriate, advice about intercourse. However if the reason behind it is tight foreskin, you should consult a sexologist and start medications. Recurrence of the condition may warrant circumcision.

You have tight foreskin problem. I advise you to do Circumcision if there is unbearable pain in moving back foreskin when penis is erected. It is a minor operation done under local anesthesia so there is no pain. You can get it done from good government hospital. You have to go to surgery OPD in the hospital.

It is normal as long as it is not affecting the quality of penis and you are able to penetrate inside vagin comfortably.
